Michael Witcher Calls for Vigilance in Port Security
Premature Calls of Victory in DP World/Peninsular & Oriental Steam Navigation Co. Signal Lack of Urgency in Port Security
------------------------------------------------------------------------------------------------------------

WASHINGTON, DC – March 10, 2006 – Homeland Security expert Michael Witcher called for Congress to remain vigilant in its latest fight for port and homeland security. “The DP World/P&O transaction was a prime demonstration of how easily we lose control of vital national interests, such as port operations,” Witcher remarked. “It is shockingly apparent that President Bush is at a loss as to what homeland security requires. Fortunately, the reaction of our Congress signaled the Members’ willingness to be diligent in the fight for our homeland and national security. Still, this is a war we must fight every day – every second – watching over every point of entry and weakness in our national armor.”

Our nation recently witnessed the economic impact of a port shut-down during the disaster of hurricane Katrina. “The Port of New Orleans was shut down for less than three weeks: a remarkably short period of time and yet it yielded a tremendous impact. Now take that experience and consider the economic impact of a terrorist act that shuts down a larger U.S. port for a far more extended period of time. The impact would be disastrous,” noted Witcher. The Port of New Orleans ranks only fifth in the nation in total cargo tonnage.

“Taking action with legislation like the Marine Transportation Safety Act of 2002 (MTSA) and by appropriating grant money for port security throughout the United States, Congress has made some improvements and yet we remain notably unsafe. Whether it’s port security, aviation security, critical infrastructure, force protection or protecting our transit systems, Congress must guard our way of life with the eyes of a hawk,” Mr. Witcher concluded.
